The Zoning Ordinance establishes comprehensive zoning regulations and provides for the administration, enforcement, and amendments thereto, and provides for penalties for violation of the Zoning Ordinance in accordance with Public Act 207 of 1921. The Zoning Ordinance was adopted to maintain sound, stable, and desirable development within the City.

The Ordinance can be amended for the following reasons:

• To address changing conditions in the City
• To rezone an area
• To extend the boundary of an existing Zoning District
• To change regulations or restrictions
• To correct any error found in the Ordinance
